The job market is evolving rapidly, and companies must find new ways to attract the right talent. While TÜV Rheinland is globally recognized for its expertise in technical services, testing, and certification, the People & Business Assurance (P&BA) department
is focused on recruiting professionals in social work, medicine, and education. To connect with these target groups, P&BA has crafted a tailored Employer Value Proposition (EVP) that builds on the strength of the TÜV brand, emphasizes the benefits of working
at TÜV Rheinland, and resonates with talent through relevance and personality.
The challenge:
P&BA faces the challenge of competing in a rapidly changing job market. TÜV Rheinland's mono-brand strategy makes it difficult for P&BA to use its own channels and limits its ability
to communicate. Meanwhile, the technical profile of the umbrella brand determines the company’s categorisation in the labour market. A separate profile needs to be created that
is relevant to potential employees with appropriate skills. As P&BA recruits internationally
in over 50 countries, cultural adaptability of such a profile is a further challenge.
Strategy development:
Truffle Bay has developed a new strategy for P&BA to differentiate itself as an employer within the TÜV Rheinland context. With the introduction of the exclusive Employer Value Proposition (EVP) "Precisely Yours", P&BA leverages the corporate claim "Precisely. Right." as a foundation and translates it into a closer and more personal offer. This EVP directly addresses the individual needs, strengths, and interests of potential employees and promises a working environment that prioritises personal development and professional significance.
The EVP is divided into four quadrants, which together form the foundation of P&BA's corporate culture and philosophy, making the theme of career experienceable from a 360° perspective:
Innovation and Shaping the Future (#CreatingTomorrow):
P&BA positions itself as a pioneer in the development of new work models and technologies. The company strives not only to advance the working world of its employees but also to progress society as a whole.

The importance of continuous further education and broadening one's own horizons
is particularly emphasised. P&BA promotes a culture of curiosity and constant learning
to keep pace with the rapidly changing demands of the working world.

Basic development:
We have established a new innovative content strategy for P&BA. At the heart of this strategy is the development of a comprehensive content matrix based on four key areas. This matrix precisely defines core messages and Reasons-to-Believe (RTBs) for each target audience,
to create content that reflects both the expectations of potential employees and the values and offerings of P&BA.
A crucial step in this development was the adaptation of the corporate design within the framework of corporate definitions, to create a unique visual identity for P&BA that distinguishes it from other departments, while maintaining its affiliation with the umbrella brand TÜV Rheinland. Through the careful selection of specific colours, shapes, and visual elements that align with the content of the EVP and the digital experience platform CAMP3,
a coherent communication framework was developed.
Furthermore, Truffle Bay has built an extensive content ecosystem for P&BA along defined Employer Moment Funnels. Film content that shows employees in authentic situations illustrates how they implement the values of #CreatingTomorrow, #StayAwake, #TrulyImpact, and #WinningTogether in their daily lives. Through the innovative use of GenAI tools and CGI components, these stories are not only visually enhanced but also underscore TÜV Rheinland's technological expertise. These contents are designed to be informative and inspiring while fostering a stronger emotional connection to the P&BA brand. The result is a continuously growing, modular media asset kit precisely tailored to the needs of multichannel distribution.
CAMP3 – EVP goes Web3:
CAMP3 is a Web3 platform and marks the latest step in the evolution of digital recruitment and education platforms at P&BA. CAMP3 opens the door to a world full of interactive learning and working environments, specifically designed to excite a new generation of talent about diverse career opportunities. At the heart of CAMP3 is the Campfire, a virtual meeting point from which visitors can dive into various thematic areas, known as Domes. These range from the Human Resources Dome, showcasing career opportunities, to the Sustainability Hub, focusing on sustainable practices, and the Academy for further education opportunities.
A key element that sets CAMP3 apart from other platforms is the interactive character BLUE, a floating robot that acts as a guide, offering visitors valuable, and in the future, personalised insights and information. With a strong focus on the EVP, the platform aims to highlight the individual strengths and interests of its users. CAMP3 is powered by Unreal to create an immersive experience that not only informs and inspires but also fosters a deeper emotional connection to the platform and its values.
CAMP3 stands at the forefront of digital marketing innovations at TÜV Rheinland,
by providing a forward-thinking platform that redefines how employers and potential employees interact.
Multi-Channel-Strategy:
The multimedia asset kit enables diverse distribution of CAMP3 and HR-relevant content across various channels. In addition to social media platforms such as LinkedIn, Facebook, and Instagram, banner ads, out-of-home campaigns, trade shows, and websites are utilised, thus drawing media-effective attention to the platform in a contextual manner and ensuring high visitor frequency.

The P&BA content ecosystem is continuously growing. Truffle Bay is currently producing success stories from employees, offering deeper and more emotional insights into the activities at P&BA. These productions are added to the content platform, enriching the content with editorial aspects. The modular concept also allows for the extraction of derivatives for theme-specific communication occasions, which can be combined with existing modules.
2025 is marked by the internationalisation of the EVP. To this end, Truffle Bay is expanding
the strategic and content framework to effectively implement it in over 50 countries. Together with the technology partner NEYROO and P&BA, Truffle Bay is developing a refresh of the Web3 platform to make it globally accessible and to tailor the content to specific countries.
